It does not look like it is a fully supported O/S: https://enterprise.arcgis.com/en/system-requirements/latest/linux/arcgis-enterprise-overall-system-requirements.htm I have had clients install on unsupported version of Linux (i.e., Amazon Linux) and most of the functionality work, but they encountered something at the O/S level that Esri was not able to support and had to move to a supported O/S version. I would say that your safest bet for support and success would be to use one of the supported versioned listed above in the documentation, based on my experience.

I think what Jake is saying is that you can make the SQL database into an Enterprise Geodatabase ("SDE"). You do not have to create a separate geodatabase unless you want to. The "SDE" information is added to the existing SQL database. You run the Enable tool, then register the datasets with the geodatabase that you want. Let us know if you have any other questions.

This is not a recommended pattern for deployment. It is recommended to have the Enterprise Geodatabase in the same location as the ArcGIS Enterprise deployment. This help says "AWS" but is still applicable to Azure; https://enterprise.arcgis.com/en/server/latest/cloud/amazon/geodatabases-and-arcgis-server-on-aws.htm. Note: When your client, data source, and ArcGIS Enterprise are not deployed in the same location, you will likely experience degraded performance when data is sent between an on-premises component and the cloud. Azure link: https://enterprise.arcgis.com/en/server/latest/cloud/azure/add-registered-databases.htm A registered database that contains a geodatabase—You can add an enterprise geodatabase to store source data on Azure. To create datasets in the geodatabase, connect to it from an ArcGIS Pro client running in the same region on Azure. Once the geodatabase contains data, you can connect to it from this client and publish services that reference this data.
