This should not be a print service issue.
We found another bug that may have caused this issue, which was fixed in today's update.
Can you try it if you have time?

Select the search widget, check the "Auto select the first result" option under General search options - Search results 2. Switch to the Action panel, add a message action "Records created - Map - Show on map", and check the "Set as operational layers" option 3. I can reproduce this bug, but it doesn't seem to appear every time I print.
We haven't found the root cause of this issue yet, but you can stop sharing your experience as we can reproduce the bug using the NLCD layer itself.

This is because the size of the sidebar side panel is smaller than the width of the sidebar widget.
If you are using the AGOL version of Experience Builder, the next version will be released in a few days and will support setting the side panel size in %. At that time, you can set the sidebar size to 100% to solve this problem.
If you are using a version other than AGOL, then you can set the width of the Sidebar 2 widget in px and set the size of the side panel to be the same as the width of the Sidebar 2 widget. However, this requires other layout optimizations that I can elaborate on if needed.

One solution I can think of is to use a different query widget on the mobile phone:
1. Switch to small screen devices
2. Enable Custom layout
3. Select the query widget, duplicate it, and move the original query widget to the pending list
4. Select the new query widget, and set a custom zoom scale for it

I tried printing a map with premium content layers, but it works fine.
Can you open DevTools and check if errors are showing up in the console and on the network?
Another thing I want to check is if it takes a long time for the print to fail, and are you using the default AGOL print service?
