It's possible the system did not have Internet access at the time. Please verify you have Internet access and try it again. If it still fails, try accessing AGOL through the Internet Explorer.

Rogier, Whether you download or email yourself the license file, it is in clear text and can be edited. Open the file in a text editor such as NotePad. You can change any of the user information. Also the license file populate the information when you authorize through the software authorization wizard. You can manually change it at this point.

A trick I used before, temporarily disable the graphic card driver. Everything will be grainy but see if you can start ArcMap without the black screen. It will at least let you know if the drive is the issue.

Andrea, You mentioned you see the black screen on an new empty map before any data layer is added. If this is the case, ArcMap itself is not functioning properly. Concentrate on that issue instead of the data. Consider the following: 1. Local profile. If you have another account on that machine, log in as that user and start ArcMap. If you do not have another account, create a new local user. If ArcMap starts normally, you have a corrupt profile which need to be fix. If it shows the black screen still, you can rule out local profile as an issue. 2. Start ArcCatalog, does it display the same issue? If it does, there is a problem with the installation of Desktop. If the issue is isolated to just ArcMap, the installation is likely fine and the issue is specific to just ArcMap. 3. At this point, the common issue is either with an add-on for ArcMap that has been corrupt or no longer work with the current version of ArcMap. At this point, I suggest you contact Esri Technical Support. An analyst can help you troubleshoot to determine if there is a third party add-on or conflicting GIS application that can cause the issue.

Elio, In a situation where it is impossible to deauthorize your license, such as a computer crash or re-imaged, you can go to MyEsri (my.esri.com) > Recover Lost Licenses tab. Just follow the instruction to recover you licenses.

Donald, Something just doesn't sound right. I would contact Esri support to have an analyst run down the issue with you. It may come down to having your license reset. In that case, a representative from Customer Service will need to do that for you anyway.

Yes, that is correct. You can install license managers from different vendors on the same machine. The key is to run the them on separate ports. Thanks for the update, Prasanna.

Rey, You cannot install multiple ArcGIS License Manager on the same machine. The workflow is to deauthorize licenses from you old server and authorize them on the new server. If you have existing licenses on the new server, the authorization will add to the existing licenses. Is there any particular reason why you would prefer to run multiple license manager on the same server?

Lucas, If you have a list of users as you described, you want to use GROUP instead of HOST_GROUP. For example: GROUP EditorExcludeGroup User1 User2 User3 EXCLUDE Editor GROUP EditorExcludeGroup EXCLUDE ArcInfo GROUP EditorExcludeGroup In the sample above, all users in the GROUP EditorExcludeGroup cannot use Editor (Standard) or ArcInfo (Advanced) license. All other users can. You use GROUP to list user(s). You use HOST_GROUP to list host machines or IP Addresses.

Luis situation is likely different from Kelly's. Luis situation would only affect a Concurrent User licensing type. Perhaps following might explain it. Key points: Drone2Map is currently designed to use Advanced license. Drone2Map and Pro reads the license setting from the HKEY_CURRENT_USER registry hive. Luis mentioned he changed the setting in HKEY_LOCAL_MACHINE\SOFTWARE\ESRI\ArcGISPro\Licensing\ARC_PRO_AUTH_TYPE Changes made here should not affect Pro or Drone2Map unless its in this unique situation. If you do a silent install of ArcGIS Pro and defined the 3 parameters, ESRI_LICENSE_HOST, SOFTWARE_CLASS and AUTHORIZATION TYPE, it creates a license setting in the H_KEY_LOCAL_MACHINE registry hive. It also creates a LOCK_AUTH_SETTING which is set to true. What does this mean? When you start ArcGIS Pro, it will look to the license setting in H_KEY_LOCAL_MACHINE and copy it to the H_KEY_CURRENT_USER registry hive and open Pro using that setting. Because Drone2Map licensing mechanism is ported from Pro, it will likely share the same feature. It is possible Luis has this configured on his machine. If he changed the ARCPRO_AUTH_TYPE in H_KEY_LOCAL_MACHINE to STANDARD, it is likely copied to the H_KEY_CURRENT_USER registry hive. Pro will attempt to use a Standard license and fail. It can only use the Advanced license. In any other installation option, Pro will look to the license setting in H_KEY_CURRENT_USER. If there is a previous setting, it will use that setting. If there is no none, it will create a default setting.

Your assessment is correct. In version 10.6 and lower, ECP authorization numbers or a provisioning file was used to authorize ArcGIS Portal with level 2 and level 1 licenses. At 10.7, a change was necessary to accommodate the new user types and app bundles. It needed to be updated and parse differently the previous license file. You will need to go to MyEsri to generate a json file to authorize ArcGIS Enterprise 10.7. Also you mentioned licensing ArcGIS Pro and ArcMap. If you're using a concurrent use licensing option, just upgrade to ArcGIS License Manager 2018.1 which you've done. There is no need to do anything further. FYI: For customer who want to license ArcGIS Pro using the named user licensing option through on-premise portal and want to upgrade to version 10.7, you will need to have an ArcGIS Enterprise 10.7 and ArcGIS License Manager 2018.1. In this case, go to MyEsri to generate a json file for Enterprise and ArcGIS Pro named user licenses. Use the same file to authorize ArcGIS Enterprise and then the ArcGIS License Manager. It is possible to host the Concurrent Use licenses and Named User licenses on the same license manager. Hope this clear up any confusion.

This is slightly different. There is no option to deauthorize named user licenses. You will need to manually remove the named user entries from the service.txt file. Do the following instead. 1. Reinstall the license manager. Uninstall the license manager. Rename or remove service.txt from C:\Program Files (x86)\ArcGIS\LicenseManager\bin. Install the license manager will create a new default service.txt. All your Concurrent Use licenses will still be authorized. 2. Manually edit the current service.txt file. Remove all the INCREMENT lines. These are listings of the named user licenses you've authorized. Leave just the following. Save and reread the license file or restart the license manager. SERVER this_host ANY 27000 VENDOR ARCGIS USE_SERVER FEATURE ACT ARCGIS 1 permanent 1 vendor_info=7KNJDRHFHBK4CFDMJ214 \ SIGN="052E ABFC 32DD 2473 DEFD E276 4BF3 E0DB 87EB 2203 5A30 \ C014 19A1 C35E 2154 08B1 9460 A2B9 6701 DC4D CAF2 E2FE 1347 \ 0E36 90FA 4F3B E864 BEC8 D3A2 A615" In this case, the FEATURE ACT line must be the same as the original before authorizing the named user license. Open service.txt.old file in the same directory. If it has not be updated and no named use license is present. The content of the FEATURE ACT line should be different from the current service.txt file. Replace the FEATURE ACT line or just replace the current service.txt with service.txt.old. The first option is probably the easier and cleaner option.
