Yes, you can still use the utility network without an Esri supplied a telco data model today. You would need to create your own data model and configure a utility network for it.

You need the asset packages included with these configurations: esriurl.com/elecdistunconfig esriurl.com/gasunconfig For each of those configurations look under the Get Started tab. Step 3 is what will give you the asset packages that contains the schema you can load to the utility network.
