Do ArcGIS Solutions cost extra for existing customers?

ArcGIS Solutions are available at no additional cost.  You can freely deploy them on your existing ArcGIS licensing.  The documentation for each ArcGIS Solution specifies what you get (app configurations, info products, etc) when you deploy it and also any required software and version.

I am seeing that the telecom ArcGIS Solutions on Enterprise are limited in comparison to Arc Online. Specifically, Communication Utility Network Foundation and Coverage Processing are model we wish to deploy that are not available on our Enterprise solutions app.

Same with the Roads Solution. We won't be able to use it until it's available for Enterprise.

What version of ArcGIS Enterprise are you using?  Solution availability varies by whether you are deploying to ArcGIS Online or ArcGIS Enterprise and if you are deploying to Enterprise, ArcGIS Enterprise version.  The version switcher in the documentation shows you which Enterprise Versions specific solutions are available for.  Coverage Processing is an older style of ArcGIS Solution and on deployment it just places a zip file with the necessary ArcMap project in your ArcGIS Online portal.  You download the zip file to use the ArcMap project and work through the deployment steps.

Hey Howard.  Thanks for getting back to me.  We are running Enterprise 11, which I would assume has all (or most of the solutions available. The Coverage Process makes sense. How can we go about getting the  Communication Utility Network Foundation available through our portal?

Are you using Enterprise 11.0 or Enterprise 11.1?  Communications Utility Network Foundation isn't available for Enterprise 11.0 because Enterprise 11.0 is not a Network Management Release of ArcGIS.  We only provide the utility network Foundations for Network Management Release of ArcGIS.  Enterprise 11.1 and Pro 3.1 are the latest Network Management Release. https://www.esri.com/arcgis-blog/products/utility-network/announcements/whats-new-with-the-network-m...

If you have Enterprise 11.1 you'll find Communications Utility Network Foundation in your portal. Use the app switcher in the upper right hand corner to open the ArcGIS Solutions app and look in Telecommunications
