Using 9.3.1, you'll have to upload the shapefiles individually to create feature services. The feature services can then be added to a web map and symbolized as you need them to be. You can pan, zoom in, and access Esri basemaps for your web map. You can also create web applications using the templates provided that can be embedded in a website. Anyway, since you have 9.3.1, you can't simply upload a whole project that can be accessed through a web map; that can only be done through 10.1. If you had any version of ArcGIS Server, you can upload your map services to ArcGIS Online that are served from your ArcGIS Server. These can be stored in your My Content section and shared with everyone or specific groups, and can be done if you have a subscription account or simply a personal account. It's a good way to distribute data to the public as they can create their own maps using the public services through ArcGIS Online.

The ability to publish data directly to ArcGIS Online as hosted services was introduced at 10.1, providing you have a subscription account. If you're using 9.3.1. or 10, you can upload zipped shapefiles or csv files to ArcGIS Online and convert them to feature services, or if you have map services in either version, you can add them to your My Content or the map viewer.

The shadow you see looks like it's on both sides of the line. What you can do is buffer any line features you have, and then play with the symbology to simulate shadows. Setting transparency on the buffer layer will also give you a good effect.

Currently, the only items you can add to a web map from your computer are delimited text files (.csv and .txt), zipped shapefiles (.zip), and GPS files (.gpx). Take a look at this resource here for more information.

You can add data to the map itself, or you can add an item to your My Content section and add it to the map from there. What it looks like you may have done is added it to the map, rather than the My Content section. If you add it to your content and then check the properties of the item, you'll be able to see the arrow.

Where is the data supposed to be? When I added it to the map, some of the points are below -90. Just as a test, I moved them so that all values were above -90, and it successfully added to my content. Seems to be an issue with where the data is.

Are you exporting from a feature class in a different geodatabase? Can you create a new geodatabase and feature class, and instead of importing the one that doesn't show up, can you export the original feature class into the new file geodatabase and feature dataset? What service pack are you on for 10.0?

You're currently looking at a web map, not the actual feature service. You can export data from a hosted feature service through the feature service properties, so under your content, click on the feature service to view it's properties. You'll see the arrow that the help refers to.

I assume you've closed the program and right clicked and refreshed the file geodatabase? Can you export into a new file geodatabase and feature dataset?

You should have the online locators listed under the available locators, not sure why they're not there. Can you go to your Catalog window > GIS Server > Add ArcGIS Server. Choose the Use GIS Services option and then for the Server URL on the next page, enter: http://tasks.arcgisonline.com/arcgis/services This offers a location where you can use the online locators. Try to add them to the list of available ones through ArcMap, or just access the locator within the tool by navigating to that new GIS Server connection.

Simply put, there is no way to add layers to a map service without overwriting the service, unfortunately.

You could do the same thing using Data Driven Pages, page definition queries, and dynamic text, if you're fine with not using a script. You can set page definitions on any layer that contains the index field for the data driven pages. Alternatively, I don't know of any way through Python to have dynamic text.

You should be able to change the property value to whatever field you want to display as dynamic text: <dyn type="page" property="<field_name>"/>
