I've never gotten this to work and don't know if it's possible. I'd suggest you move the cache, copy the mxd over to the new server, and publish a service with the same name as the cache folder. It'll pick up that it's supposed to be cached.

Creating a fishnet won't allow you to find missing tiles, but if you recache your data using the fishnet, I believe it'll process each feature within the fishnet individually, then create the tiles for that feature. It may help break up the caching job for the server.

Well, the completed vs expected tiles is going to be different; the expected tiles does not take into account the feature class extent you're using, so it's the number of total tiles. The number of completed tiles is the number of tiles that were created based on your feature class extent. Is the feature class you're using as an extent one large polygon, or is something that looks like a fishnet? If it's one large polygon, try to create a fishnet that intersects your original polygon, so the only tiles from the fishnet that are left are ones that intersect your data.

Note that if you're adding your data directly to a webmap, in the form of a csv or shapefile, you won't be able to download that shapefile. Those edits will only exist in that webmap. Use hosted feature services if you'd like to synchronize updates back with local databases.

The free trial of ArcGIS Online contains all of the functionality of the full version. Do you have 10.1? 10.1 is fully integrated with ArcGIS Online, so while you still won't be able to upload map packages to ArcGIS Online to consume in a map viewer, you can publish directly to ArcGIS Online.

That's correct. If you're uploading a map package to ArcGIS Online, it's only a file; you can't interact with it in the map viewer or in Explorer online, you can only download it. Do you have an organizational account? If so, you can publish directly to ArcGIS Online to create a hosted feature service or a hosted tiled map service.

I've never come across a way to refresh the Table of Contents using ModelBuilder, but you could look into using Python and the RefreshActiveView function. You could add the result of the Select By Location, but that'll just add a new layer with those selected features, so you'll have duplicate layers in the Table of Contents.

Did you set the background for the graduated symbols layer to hollow? The graduated symbols will show the point markers, as well as have a background for the features. Change the background to hollow. From the help: Tip: .... Click the Template button to choose another marker symbol. If you click Background, you can choose the fill symbol that will be used behind your graduated symbols.

When you create your geoprocessing service, what are you setting for the Input Mode of the input features? Is it set to Choice List? If it is, you should be able to select which layers in your map document you'd like to use when running the geoprocessing service: They should be provided as drop downs in Flex.

Hm, all I can think of is using aerial imagery as a reference. I looked through the display properties for the scale drop down and the size properties for the symbol but I couldn't really figure out a way to create scaled symbols automatically. Modifying the size while checking it against a known area through imagery would be my suggestion.

It should work as documented in the help; do you currently have maintenance? I'd suggest logging a support ticket if so, so that we can take a closer look at the problem.
