You can set the minimum number of instances to run the service to 0 under the Pooling tab, so that if no one is accessing the service, there won't a be an ArcSOC.exe process up for it. Note, the first time someone access the service, it may take a second or two longer for that first person to use it.

Outer joins should work with the Make Query Table tool: [ATTACH=CONFIG]26856[/ATTACH] In this case, the input polygon feature has one feature and the input table has 3 features. That service shows up if you zoom in to the 14th scale level. There are tiles from the 14th scale level till the 10th scale, which are 1:9,244,648.868618 and 1:577,790.554289: [ATTACH=CONFIG]25825[/ATTACH]

As GIS Dev said, if you see inconsistencies with Esri Basemaps, online locators, etc, please submit a support ticket to have the problem logged. You can also post a comment on that items page on ArcGIS Online.

Cascading services, (services within another service), is, as mentioned, unsupported at 10.1. The primary reason is that services at 10.1 are MSD based, and there are rules that MSD based services need to follow. Cascading services causes unforeseen issues that sometimes can't be resolved, as well as performance issues, along with the reason Domenico mentioned about caching Esri or Bing basemaps.

It sounds as if you're using 10.0, correct? Considering the size of the cache, I'd say you should monitor the CPU usage and RAM of the machine running the cache, so the machine with ArcCatalog open. Are there any errors in the server logs? Take a look at this resource, which help in caching large areas.

NIM-086874, which addresses this problem, is resolved at 10.2. The problem is that 4 separate requests go out to check on the status of the service, (you can verify this yourself using Fiddler. Run the program, then connect to your ArcGIS Server connection). At 10.2, only one call is made to check the status of all services, so it is much quicker. Unfortunately, there's no workaround if you have a clustered environment.

Can you explain what you mean by publish the same geodatabase? Are you copying data to the server? If so, you'll want to register the folder that stores the geodatabases as data stores, so that the geodatabase will stay where it is and ArcGIS Server will be able to access it.
