Currently the tool only creates output in a new file geodatabase. You would need to load into your enterprise gdb afterwards.

Looks like the fully qualified name from SDE is being carried over into your geodatabase. The path should be: 'R:\GIS\User\Krystal_Phaneuf\ArcGIS_Pro_Projects\CCTV_Manager\CCTVResults_08122019.gdb\GXP_GISINSPECTION_TVW' instead That's a bug, the tool should work fine if your source is in an enterprise geodatabase. If you want to use Pro 2.3.x then you also need untools 2.3.x, yes. I believe untools blocks the import/export from a newer version. I don't recall exactly what version that was added in, so it might work.

Kevin, untools is used for importing/exporting the asset package. It is not related to the issues you are seeing because untools does not enable/disable the topology.

Mandira, Those methods only work with features participating in a geometric network. I think you want Intersecting Feature instead. All methods - Attribute Assistant | ArcGIS Solutions Also, per the FAQ, the display name of the DynamicValue table must be exactly DynamicValue -- not sure if your table name _testGM is causing you issues.

The data models are configurations for a particular industry. You can create your own utility network from scratch, but the Utility Network Foundations are designed to provide a baseline for you to extend (eg, adding fields). The core GP tools for creating your utility network are generalized, so they won't be creating wire tables for example.

Those issues with the asset package were related to GCS. Regardless of how you create your UN, the default dirty area size is based on the units of the spatial reference of your feature dataset. Roughly yes, it's buffering the point by half the defined unit of the spatial reference. There's some extra tolerance that's added, so it's bigger than the circle's MBR.

Create Utility Network only creates 3 feature classes - StructureJunction, StructureLine, and StructureBoundary. If you want to copy those tables / RC between asset packages, that will work.

Upgrading the asset package is unrelated to the data model. It's similar to upgrading your geodatabase -- it's just changing the schema of the underlying A_ and B_ tables for example. Unless you need to take advantage of new geodatabase / UN functionality, upgrading is not necessary.
