I did a quick reality check with your map. As you know, there are a great number of features in that layer. I tested your map in a couple of Instant Apps and in Experience Builder with no issues. I also tested in a simple Web AppBuilder app that includes the select tool. The performance in WAB is noticeably slower, and is likely due to the fact that Map Viewer, Instant Apps, and ExB are JS 4.x apps. WAB is not. While I could not reproduce your issue, my suspicion is that it is caused by the large number of features you are trying to handle in the WAB app. My suggestion would be to implement the app using one of the Instant Apps or Experience Builder. No matter which alternative you choose, using aggregate layers and/or scale dependencies would IMHO make for a better app experience.

Since 2018, Esri’s Living Atlas Policy Mapping team provides to the GIS community a set of free layers that contain a wealth of data from the U.S. Census Bureau’s American Community Survey (ACS). On December 8th, 2022, Census released its updated five-year estimates (2017-2021). Within days of that release, the Policy Mapping team updated the ACS layers already available in Living Atlas with the newest figures. Maps and apps that already use these layers will automatically reflect the most recent Census ACS data. Every year in December, layers from the Living Atlas content catalog are retired. This year, 19 layers will no longer be available after December 2022. These layers have been in mature support and marked as deprecated for at least two years, in compliance with Esri's process for deprecating maps and layers. Each of these has a replacement layer which is actively maintained and updated. If you've not done so already, please check your maps for deprecated content and update as necessary. I did another test this morning. I did so many iterations on things yesterday that I likely got things confused. Mea culpa, you are correct, I am unable to use Nearby successfully with URL-based CSV sources. Of course if that is published as a hosted feature layer then everything works fine, but that's not the point for a dynamic CSV source. I'm guessing it's a current limitation, the message you see while configuring is the key - the URL-based CSV is not recognized as a valid layer. I'm adding this to the team's devtopia queue, but would still recommend you connect with support to report it also.

I experimented a bit an am unable to reproduce an error or see any issues. I used both a CSV referenced via URL from the USGS Earthquake site, and also a Google Sheet which was published as a hosted feature layer directly from Google Drive. In both cases everything worked just fine in Nearby and other Instant Apps. I'm using ArcGIS Online (not Enterprise). If you continue to have issues I'd suggest opening a support ticket to resolve it.

Yes, this example uses a multi-line text attribute in the pop-up: Here's the map: https://onlinelabs.maps.arcgis.com/apps/mapviewer/index.html?webmap=3d43005b39934795a6aa05b0bead93d3 Toggle all layers off except for Text from one field. That map is covered in Pop-ups: the essentials. You can also stack multiple text blocks to create more separation, or can use HTML formatting in the text block editor to customize things further. If that's not what you are after, then yes - Arcade does have text functions that you can use to format things as you like, or you could even use an Arcade element to create the desired pop-up. The issue seems to be Web AppBuilder specific. Here is a test case using those same layers in the 3D Viewer Instant app: 3D proxy test (arcgis.com) I also tested in WAB to repro the issue: https://www.arcgis.com/apps/instant/3dviewer/index.html?appid=cc4dc133a4c647d4b7356d72dd477493 I'd still encourage you to work with Support, but depending upon your app needs either the 3D Viewer Instant App or Experience Builder would be alternatives for the moment.

You're using Web AppBuilder. I've passed your information on to the dev team, but would encourage you to connect with Support as they are better able to document and work with the dev teams to find a resolution. Since Web AppBuilder is based on our JSAPI 3.x, I'd recommend that moving forward you might think to use ArcGIS Experience Builder, or ArcGIS Instant Apps, both of which are based up out JSAPI 4.x. If you choose those, you'll also be able to use all of the capabilities in Map Viewer.

That message about not having permissions to update sharing does not mean that it isn't public - it just means you don't own it and can't change sharing. I'll get an ENH in to get that message to make more sense. As far as basemaps, I recommended curating your own custom basemap gallery. You can sign in at the the Living Atlas website and as admin you can share what you want from there into your organization's custom gallery. That also lets you leverage some of the new, still in beta, basemaps, like Outdoor Map and Topographic w. Contours. I'm a firm believer in the right solution to suit the need. If my mission were to record meeting notes and archive them, I would not think to use the text element in pop-ups. While that's a creative use, there are plenty of other alternatives that would be far better than pop-ups for this task. As far as I know, the only way to "download" pop-up text elements is to copy/paste the text into another document (which may have been the better choice in the first place) to archive.
