If you suspect there may be more than 20K records being returned, be sure to close the reviewer table before running the check or batch job. That should help prevent crashes from occurring when lots of errors are being written to the Reviewer table.

Yes, the correct answer for creating custom validation at 9.3 or 9.3.1 is a Custom CNT Extension. Have you looked at the PDF and sample code that is provided on the Sample CD for creating custom CNT extensions?

The Conditional Table Check (CNT) Check has been deprecated at version 10; therefore, I recommend creating Execute SQL checks to validate attirbutes instead of the CNT check. Also, I suggest looking at the other available data checks that we have to do spatial validation. What is it you are looking to validate? BTW, what version of Data Reviewer are you using?

Based on the error message, it looks like there may be a permission issue with the user who is trying to access the reviewer workspace. Is the user who created the reviewer workspace initially different from the user who is trying to access it. When that message occurs, it usually means that the user trying to access the reviewer workspace cannot see all of the reviewer system tables and Reviewer will try to recreate them with the user who is trying to access it. It can't create it because there are already reviewer system tables in the SDE geodatabase. Refer to the whitepapers for setting up a Reviewer workspace in SDE in this blog.

Another thing to look at too is if your features have valid subtypes. If a feature does not have a valid subtype, the domain check will not be able to validate the feature since domains can be defined at the subtype level.
