You could create vector tile packages for each individual feature layer (or groups that you want to be able to turn on and off together) and include them as operational layers in your map. This will allow your users to turn the layers on and off and should perform better for loading and drawing.

Try it with a polygon feature in your map, that you know has an area. The %feature test result is for the feature with OBJECTID 1 (or lowest), is there a chance your OBJECTID 1 polygon feature is not a good one?

Attachment handling for the map can be controlled in the offline settings - Advanced Options - for the map. You can control how the device will receive the updates. The setting below will stop the device from automatically downloading the attachments. In Field Maps users will see that there is an attachment for the feature, but it will not be downloaded unless the user taps on it to download it. The feature and attachments are always uploaded. You could also use settings of the feature layer to control the user experience. In the feature layer edit setting you can also control whether users can see feature created by other users. Turn on editor tracking and choose 'Editors can only see their own features (requires editor tracking)

The basemap service has what I refer to as an internal style. I call it an internal style as this is the style that gets put into a .vtpk when you take the tiles offline. The other tile styles are external to the service. The system can use these external styles with the .vtpk when taken offline. If you use the .vtpk by itself the internal style will be used for rendering. When used as part of a map with reference to the external styling in place the tiles will draw with the desired styling. for Example with this tile layer https://www.arcgis.com/home/item.html?id=8e848d9302e84dcba0de7aff8ac429dc You can use https://cdn.arcgis.com/sharing/rest/content/items/8e848d9302e84dcba0de7aff8ac429dc/resources/export?f=zip to get a resource.zip file that contains the dark streetmap styling. Notice the item ID is the same in both URLs. If we look at a map area that has been taken offline we get the following content. If we look at the .mmap we can see that for the basemap it has an itemPath referencing the folder with the resources.zip file (the Night styling) Applications can show the desired styling when the itemPath is present with the resources.zip

You could look into converting the .tif to another compressed format. One option would be to use the Geoprocessing tool 'Create Map Tile Package' to create a .tpkx file, which has great performance on mobile devices when used in the mobile map package. Its a question of the needed quality or resolution of imagery. Using Create Map Tile Package geoprocessing tool to create the TPKX the the Tiling Format Level of Detail and compression quality will determine the resulting file size. As an example I started with a TIFF image it has a source resolution of 1:288 The Tiff image is roughly 300x300 meters The file size with pyramids is 60 mb If I create a TPKX using JPEG Tiling scheme Level of Detail 1-20 and Compression 75 the resulting TPKX is 11.3 megabytes If I create the same setting compression to 20 the resulting file size is 6.2 megabytes. At scale of 1:288 hardly noticeable difference. going further I can reduce level of detail to 19, this results in file size of 3.8 megabytes, we can see a difference in quality of display at the source scale. At this point its a matter of how good the data needs to appear to get the desired work done. For example Level of detail 18 compression 20 the file size is 2.8 mb at source scale appears like this. at 1:1099 it looks like this. Use the JPEG tiling format and experiment with the level of detail and compression to get the needed quality.

Could it be that the map area was deleted? In help it says that if the map area is deleted on AGOL, map areas on device will continue to sync, but they won't receive updates. This might explain why the local edits are disappearing.

It can be done in Field Maps, but your map will need to be in the same coordinates system as the World Imagery basemap. If you will be working offline, you will also need to use the Download Map button to get a TPKX file of the World Imagery basemap for your area of interest, that you can include in the Mobile Map Package. For the editor tracking bit, on the map setting page, click the feature layer. Then on it item detail page click settings. on this page you will see the editing options. These options can also be set when you create the feature service.

The basemap data needs to be in the same coordinate system of the map. If you are using .TPKX or .VTPK this is the reason. Operational feature layers, the transit stops pictured above, do not need to be in the same coordinate system as the map to display. The operational feature layers can 'project on the fly.' Note: In ArcGIS Pro the map coordinate system is set to the coordinate system of the first operational layer that you add to the map. Also ArcGIS Pro can display all layers in any coordinate system, while Field Maps (The ArcGIS Runtime) cannot. Specifically, raster date (imagery), TPKX and VTPK cannot be projected on the fly. This data can only display in the coordinate system that it is in. In the picture above the TPKX data is in WGS 1984 Web Mercator (auxillary sphere) The map must be changed to this coordinate system for it to display in field maps. (or any ArcGIS Runtime App).
