I have the world imagery basemap layer in my ArcGIS Pro and have drawn a polygon around the area of my project. What I am trying to do is emphasize the area inside my polygon and make the imagery outside the polygon shaded. Like a transparency on it. I thought about creating two different map frames and just making one transparent and using the Clip Layers tool on the other but that doesn't seem to work because both map frames take on the same effect. Or maybe get the inverse of my polygon and just shade that part but I'm not sure how to do that. Any ideas?

Unfortunately they will be phasing out ArcMap so you will have to learn ArcGIS Pro. Very frustrating for us who came up with ArcMap and learned how to do things that way.

create a point feature class with a WGS 84 coordinate system. Put points along the border. Make sure your Map coordinates are projected in WGS 84 and then run Add XY coordinates geoprocessing tool.

you have to be in Layout view. Once you have added a layer in Map View, Click Insert -> Layout View. Then click Map Frame and add the map view to the layout. From there you should see the map handles
