Feature service attachments unavailable

I have a feature service in ArcGIS Online which I use to hold data collected with an R2 reciever which works exactly the way I want. I am trying to create a separate feature service from this feature service by using the Export Data to Feature Collection tool and then Publish the feature as a serparate feature service. This feature service will have attachments enabled but when I go to enable attachments in the Point Layer settings, I get the error

'Unable to update feature service layer definition'

I noticed when I Export Data to Feature Collection, a service definition layer is not being exported with it so it doesn't have a service definition layer to update which may be the reason for the error. Why is this? And how to fix it so it will allow me to enable attachments.

You could instead export to FGDB, then publish that FGDB as new service.  Will keep all the attachments, let you enable/disable, etc.

If I export to FGDB will that still allow me to use that feature service for feature collection? Because I am trying to use the feature service for data collection in the field

Yes,  It should behave like any other Hosted Feature Service.
