Good morning! You can use the Generate Near Table tool to do this. This tool in in the Analysis toolbox, under the Proximity toolset. You will need an advanced license level. The tool allows you to set a search radius. You can read the help file for the tool here: ArcGIS Help (10.2, 10.2.1, and 10.2.2)

Hi Dan, as I understand it, watershed is used to find all the cells that flow into specific cells, or pour points. It might just be a few points that you are interested in. Basin, on the other hand, will find all the watersheds in your raster extent, and should, in theory create watersheds that cover all the cells in the raster. Unfortunately I don't have much experience with the ArcHydro toolset, so I can't help with catchment. While it obviously has greater functionality that the standard hydrology tools, some of the ArcHydro tools seem to have similar or identical functions.
