Yes, right click the new layer and select join, choose the old layer to join and a field which is unique and common between them, such as an ID field as the join field in both. Then you can right click the field you want to calculate, and double click the field from the old layer to add it in to the expression box. I think the easiest way would be to just use the data available through ArcGIS online. If you click the add data button, and then search for demographics or census, their is a wealth of data related to population that you can add to your map. You can then use your buffers and the analysis tools to perform your query. ... View more
