This link gives a brief idea behind what vector tiles are, what the difference is between raster tiles and vector tiles. Share a vector tile package—ArcGIS Pro | ArcGIS for Desktop I can confirm that Vector tiles can only be published from ArcGIS Pro for now. Because its ArcGIS Pro, you can only publish vector tiles to ArcGIS Online or Portal for ArcGIS 10.4, which is federated with ArcGIS Server and has an ArcGIS Data Store. Workflow to create vector tiles: 1. Create Vector Tile Index—Data Management toolbox | ArcGIS for Desktop 2. Create Vector Tile Package—Data Management toolbox | ArcGIS for Desktop 3. Share a vector tile package—ArcGIS Pro | ArcGIS for Desktop Authoring map: Author a map for vector tile creation—ArcGIS Pro | ArcGIS for Desktop As for questions 4 & 5, I do not have an idea. I do have an idea of how these tiles are calculated, which is what happens when you use Create Vector Tile Index. It calculates the density of the vector layer and prepares more tiles when there are more features and less tiles when there are less features surrounding an area. Hey Omur, Can you also choose the option "Application" instead of "web mapping". This will not show the URL parameter. But let's see if this lets you create an application or not. Will throw some light into what kind of application causes this error.

Clicked on this popup which says "Heathfield Strategy Map" and clicked on "Inspect Element". It says target="_blank". I removed that section and clicked the link in the popup and i am able to load the map in the same window and not in a new tab. I suspect there's some main.css somewhere that's forcing the "_blank" property on the <a> tag.

Mind sharing some information? Are you using ArcGIS Online or Portal for ArcGIS as a web map? Are there any other layers in the web map besides the basemap that you are trying to take offline? If there are any hosted feature services, can you confirm if they have all supported editing operations - create, update, delete and sync? Thanks, Aravind

Have you added both: Network analysis service and geocoder service and stored them with credentials? It seems like the directions widget uses these two services. Directions widget—Web AppBuilder for ArcGIS | ArcGIS Can you see this application and perform A to B directions without being redirected to the login page? ArcGIS Web Application
