Joey, The data from Excel once uploaded to the ArcGIS Online as a layer or item, any updates on the excel will not automatically not update on the item and if any changes made to the item online will not update the excel on its own. In the first scenario, where there is an update in the excel you need to use the overwrite feature to update the item on ArcGIS Online. In this case there is no need to share the item with your organization if it is already shared with them. In the second scenario, where there is an update on the item available in ArcGIS Online you need to export it out as new file and share it with your organization. I hope this helps! ~Shan

Dainius, I think I figured it out. The shapefile that you have shared as an attachment with your query was missing spatial index. You can execute the Check Geometry tool to verify the same. Check Geometry tool is located at ArcToolbox > Data Management Tools > Features > Check Geometry. The tool will generate a .dbf file with the list of issues with your shapefile. I have attached the result along with this response. You may either use Run Geometry tool or simply export the shapefile into a new shapefile to resolve the issue. Yes, that is the correct approach. You need to create a Add Field—Help | ArcGIS Desktop which fulfills your requirement and then Using the Calculate Field tool—Help | ArcGIS Desktop to populate the correct data in the new field.
