Actually the information window from the Header panel can be accessed at anytime from the burger menu in the top corner. The configuration option for this is at the bottom of the header panel config tab under Menu items.  This differs from the splash screen, configured from the View panel for the entire dashboard, which as you mentioned once dismissed will not appear again until the page is refreshed.  ...
