The dynamic value table can be in a FGDB, but for the generate ID table, an edit is required. I sort of recall this needing to be in the same workspace as the edited data. I could run through this scenario in debug mode, but to be honest, if you are using SDE, you need to put your generate ID table in there so that it gets updated correctly between users.

Using your data, I was able to get it to working by changing the InputeGDB and Output Coordinate System(2) in the model. I set Output Coordinate System(2) using the feature dataset in the GDB you provided.

What is not working? Are the flags being snapped? Sometimes you need to delete and re-add the featureset inputs. Did you adjust steps that project the data to your local coordinate system? Also, try deleting the Trace Geometric Network tool and re-add to ensure it is looking at the correct data.
