Mark, Can you explain the problem some more? Are you looking to connect the Test Point to the valve via a Test Lead Wire? I just looked we are missing that rule from the model, but makes sense to allow it. That valve will need a value of Traceable in the Cathodic Protection Traceability field so it is not a barrier to the CP network. This can be set via the material or the override field. The test lead wire has a category of CP Only, which is a barrier to the gas network, so the test point is not included in the gas system.

The utility network is supported in the File Geodatabase as of 2.5. Evan, The second screen is the target schema. The toolset does not change the target schema, those sheets are for reference. You need to set the value in the Mapping sheets Expression column for the Asset Group Field. You can manually change the default value of the target layer using GP or ArcGIS Pro Design View for Subtypes(there is an option to set the default subtype there).

Looking at the data, you are missing the sources. The isolation trace works like this: From the flag, it performs a find connected to get the Valves(defined in the config) Looping through each valve and placing barriers on all other valves, it runs a find path to the sources(listed in config) For each valve that has a path to source, set as barriers and runs a find connected to get affected area.

Is the layer subtyped by the type? If so you can specify that in the Table Name, such as Parcel|1. Without that, you cannot use different sequences.
