Yes, you will need to use Modify Subnetwork Controller to assign a controller to that tier. Make sure to assign a controller at the system tier.

I believe you need Enterprise 10.7.1 or greater for a version 3 UN. I would suggest updating to 10.8 and make sure to install the patch.

To help with debugging, use pop ups in ArcGIS Pro. That profile supports a lot of the same functions as attribute rules. This can help track down coding issues.

I would look at moving from a group template and generating the features in Arcade. You could generate the attachment to the line to the closest vertex, generate the attachment and build the association all in one rule. Here is an example:
