Couple items - How did you compare the vertices are equal? The attribute dialog does round, so make sure to click into X and Y and Z to get the true numbers to compare them. A python script could also be used to print them out. I can mock one up later to print out the vertices if you want. - Do you have propagation configured? As Mike said, if that tap does not have the Phase Current set, it probably will not connect the downstream line. - Are there are UN errors reported? - Is that result you are showing the result of a find connected trace?

What version of SQL are you using? Min version is 2016 and I do not believe Express is supported by the Utility Network.

I think you best option is to craft a script using the python api and make the apply edits call. Did you run Apply Asset Package against the utility network in Communication_UtilityNetwork.gdb that is shipped with the solution? If so, there is no need, that GDB was created via the Asset Package to Geodatabase tool prior to packaging. It is a fully built utility network. If you want to create a new GDB and Utility Network with the data you added, then use the Asset Package to Geodatabase tool. I would suggest reviewing the task highlighted below. If you run Apply Asset Package to a fresh UN, you do not need to do this. If you run Apply Asset Package schema only, then this creates the entire schema, with all attribute rules enabled. If you run Apply Asset Package again, then it detects the schema is in place and only loads the data, but the attribute rules are enabled at this point. The easiest it just run Apply Asset Package or Asset Package to Geodatabase with schema and data. The tools disable the attribute rules to ensure the data is loaded.

Have you reviewed the logs in the server manager? It should log why the service will not start. I have seen this when the map is missing a subtype in the renderer.
