Hello there, To my knowledge, storing attachments outside of the datastore is possible through SAL / Oracle so long as you are using referenced data thats been set up to accept attachments. As far as implementing some type of a hybrid approach with hosted feature layers (making an assumption here, please correct me if I'm wrong) having an option to attach their attachments outside of the DS is a non-starter since it goes against how Hosted Feature layers are designed to work. It might be possible to do this workflow in the RDBMS, but I would have to research if geodatabases support a hybrid model as described above.

Usually having a bunch of WA;s on a single web server is fine, however as a quick confirmation did you install and configure the DataStore? Also does the federation of Server2 validate at Portal Organization? Additionally, there you may have missed a step when setting the web context URL which usually coms into play when there is a domain change in the mix (https://enterprise.arcgis.com/en/portal/latest/administer/windows/components-of-arcgis-urls.htm). Are you able to log a support case? I would suggest having our tech support staff take a look at this deployment.

Hello there Alice, One reason why ArcMap is being sunset is due to its heavy dependency on Python 2.7. As such, our recommendation at this time is to migrate users to ArcGIS Pro, which uses Python 3.x libraries. As a consequence of running services published from ArcMap, ArcGIS Enterprise (Pre 10.9.1) also contains this runtime. At 10.9.1 we introduced an optional mechanic to remove the Python 2.7 libraries from ArcGIS Enterprise in its entirety at the cost of being unable to publish / use services from ArcMap. At ArcGIS Enterprise 11, Python 2.7 will not be present within ArcGIS Enterprise at all. This is a rather large topic, so I'm going to link our blog on this here: https://www.esri.com/arcgis-blog/products/arcgis-enterprise/announcements/removal-of-arcmap-based-runtime-from-arcgis-enterprise/ TLDR: Migrating to ArcGIS Pro and upgrading to ArcGIS Enterprise 10.9.1 with ArcMap Runtime support removed will resolve the Python 2.7 issues.

Bud, Thank you for logging this idea. I understand that automation is important to our users, and we have taken steps and strides to implement automation into ArcGIS. As we've discussed on a separate thread, ArcGIS Notebook Server, as well as the notebook capability in ArcGIS Pro (which is completely native, by the way: notebooks in ArcGIS Pro do not need ArcGIS Notebook Server to run) have the capability to create tasks that can be run under a variety of conditions. I disagree with your IT dept's assessment of ArcGIS Notebook Server as strictly an IT administrative tool. I think that although it can administer certain parts of ArcGIS Enterprise, its exposure of the ArcGIS API presents a huge opportunity to power-users to create complex automations that can now be triggered with webhooks as well as being exposed as web tools. I believe that there is an education opportunity for your IT dep't using the resources we have produced on this topic (some of which is documented here: https://enterprise.arcgis.com/en/notebook/latest/administer/windows/automate-notebook-execution.htm). You are able to create a connection with a REST service that is un secured indefinitely. Otherwise, you may create a connection with a long lived token, but you will have to re-create it upon token expiration. I know that Microsoft is aware of this limitation, but I haven't heard of them changing the way this connector works to accommodate this standard.
