It looks like you are publishing data from a file geodatabase. To register databases with ArcGIS Enterprise, you need to use an enterprise geodatabase. More on this here: https://desktop.arcgis.com/en/arcmap/latest/manage-data/geodatabases/a-comparison-of-geodatabase-types.htm   This being said, if you would just like to publish this data, you can also publish it as a hosted feature layer, which will utilize ArcGIS Data Store for storage. There are different considerations to each type of database, you should consider these against your desired workflow. Agree with Joshua on this, diagrams are king in this point. I would err on the side of distributing Image Server to a second site if possible. This would ensure you aren't over stressing your hosting server for either environment. Although it is possible to set the hosting server as the image server for raster analytics, I would not recommend doing this in production. ... View more

Hello there Rodrigo, thank you for reaching out!    When docker is installed, an entry is made in C:\Windows\System32\Drivers\etc\hosts besides the default localhost. For my clarity,: Are you using ArcMap 10.6 to publish to ArcGIS Server 10.9.1? Is this all installed on the same machine? What is the reasoning behind restarting the OS?
