It looks like you are publishing data from a file geodatabase. To register databases with ArcGIS Enterprise, you need to use an enterprise geodatabase. More on this here: https://desktop.arcgis.com/en/arcmap/latest/manage-data/geodatabases/a-comparison-of-geodatabase-types.htm   This being said, if you would just like to publish this data, you can also publish it as a hosted feature layer, which will utilize ArcGIS Data Store for storage. After dong some digging, I found this document that describes differences between different types of geodatabases: Types of geodatabases.    There is a chart in here that offers information on different database types. There are different considerations to each type of database, you should consider these against your desired workflow. Agree with Joshua on this, diagrams are king in this point. I would err on the side of distributing Image Server to a second site if possible. This would ensure you aren't over stressing your hosting server for either environment. Although it is possible to set the hosting server as the image server for raster analytics, I would not recommend doing this in production. ... View more
