The message can be a little confusing, it means that all dirty area features in the extent or database need to be validated. This is because their status is either error or subnetwork error, and none of them have a dirty status (See graphic below):

If you're working through a lot of errors/dirty areas, I recommend you validate your entire topology and run the Summarize Utility Network errors tool (part of the data management support tools) to look at your errors. That blank field is usually a sign of default values not being populated when the feature was converted. So anywhere else you see a 'type 39' error in your database you should double check the other fields like lifecycle status and normal position to ensure they have the correct value. Also, if you're still working on a data conversion, make sure you update your data mappings/migration to handle this.

A type 39 error means that you haven't populated the terminal configuration field on the manholes (or it is set to something invalid). Set the terminal configuration on those devices to be default and the error should go away.

Don't worry about digitized line direction for your water distribution data because flow is derived from your water/pressure sources and these systems are so looped that almost all your flow is indeterminate (so digitized direction is meaningless). For terminal assignments, you just need to make sure you don't have more than one line assigned to the same terminal, and that your upstream terminal always point towards your pressure/water source. If terminals are not properly set you will not get topology errors, you will get subnetwork errors (because pressure zones are interconnected when they aren't designed to be). Sewer/stormwater is a completely different situation. Because these systems are not heavily looped and rely on gravity, customers have historically relied on the digitized direction of lines to manage flow. We will allow you to drive analysis using sources and sinks, but in 3.3 we also introduced an option to trace upstream/downstream using digitized line direction. By default, the utility network doesn't rely on the digitized direction for upstream/downstream analysis, instead it uses sources and sinks. If your class has subtypes, make sure that you assign the domain to the appropriate subtype as well. The easiest way to handle this is to use the Assign Domain to Field gp tool, since it lets you select all the subtypes at once.

@NickAddison The original accepted solution for this question issue is from 11 years ago (oof) is subtypes, which allow for different domains and default values for each subtype. Since then, Esri has also introduced contingent values, which allows for contingency between domain values without requiring subtypes.

If you set the service to be public, then the user won't be forced to authenticate with the named user account that gives them access to the licenses required to trace. This should be less of an issue at 11.2/11.3 with the Advanced Editing user type license since we no longer require a license to trace at those releases.

The relationship isn't strictly necessary, as long as you as you maintain primary/foreign keys. I also discuss the perils of joining your CIS data with your GIS features, exercise extreme caution with this because once you calculate it you need to maintain it (which doesn't work well for large customer bases). A dynamic lookup approach on a well-indexed, non-versioned table is more sustainable for a large dataset. The beauty of popups is that they are configured at the subtype layer in maps, and that they are different for every map. You would only configure the customer information popup on something like a transformer (electric) or service point (electric, gas, water), and not on something like a switch (electric) or valve (gas, water).

We need to confirm that the subnetwork trace is correct using the tier's normal condition barriers before we investigate update subnetwork. When you run a subnetwork trace for the subnetwork, does it stop at your closed valve? If no condition barriers are provided to the update subnetwork GP tool it will default to using the subnetwork definition's condition barriers.

Update subnetwork performs a subnetwork trace using the trace configuration included in the subnetwork definition for the tier of the subnetwork being updated. The subnetwork definition for pressure zones is that they have a condition barrier that stops at closed valves (among other things), so the subnetwork trace is performed using those condition barriers and the update subnetwork tool updates the subnetwork line and subnetwork name field to match the results of that trace.

edit: added graphic Ooooh it's a controllable valve. I'm not sure I understand your question, but I'll try to answer anyways. The subnetwork line is created using the line features that represent that subnetwork (typically mains in a gas network). In your example, the valve causes the subnetwork trace to stop on the southern run and the compressor on the northern run acts as I described above. Because the lines on the other side of that valve aren't part of that subnetwork they aren't included in the subnetwork line for 425. They are, however, included in the subnetwork line for 275 pressure zone.

1. Digitized direction does not impact subnetworks or the calculation of upstream/downstream. The only time the digitized direction of a line comes into play is when the "Use Digitized Direction" option is used to perform an upstream or downstream trace to use line direction instead of subnetwork. This option is not available for subnetworks. 4. Both pressure regulators are defined as subnetwork controllers for the 275 psi pressure zone (two controllers, one subnetwork), and the each of the lines are connected to the appropriate high pressure/low pressure terminals on the regulators. When the 275 psi pressure zone is traced, it knows to stop at those regulators. When the 425 psi pressure zone is traced, it sees that the regulators are regulating a pressure zone on their downstream terminals so it knows to stop.
