Windows Update will (ironically) not actually update your GPU driver to the latest available. See my recommendation about Intel Driver Support Assistant, which below reply from Marius Verdes confirms will resolve the issue.

is it only basemaps that fail to draw? If you have other layers added to the map, do they draw correctly?
have you tried switching from DirectX12 to DirectX11 or OpenGL?
If that fixes it, update your GPU drivers (device manager->display Adapters to get th make/model, then go to the manufacturer's website to update the driver)

If you have an intel GPU, you may need to use their driver support assistant to get the latest driver updates, if your manufacturer does not provide an updated driver. https://www.intel.com/content/www/us/en/support/intel-driver-support-assistant.html
Note that the bug existed in the driver before, but Pro 3.4 changes default graphics API to DirectX12. So you would have had to switch to DirectX12 manually in PRo 3.3 to see the same issue. We originally identified this issue in the Intel drivers in Pro 3.3 during the alpha release phase

OK yep, I have same GPU in my daily driver laptop. After we reported the issue to Intel, I had updated to september driver version and the problem went away. Both Dell Support and the Intel Driver Support Assistant showed me the updated drivers, so you should just be able to tell your support department to update to the latest driver to resolve the problem.

Hi everyone - if switching to DirectX11 worked (as someone has marked this as "resolved") please let us know your display adaptor's model name and driver version shown in device manager. If needed we can contact the GPU manufacturer to report it as a bug (if updating the driver version doesn't fix it for you).

If you are on 3.4: please try switching to DirectX11 in Options-Display and see if that resolves the issue. We received some error reports recently that indicated an issue in resource management on layouts only in DirectX12 (which is the default in Pro 3.4), so switching to DirectX11 should work around the issue if this is what you are experiencing.

Hi, we've seen this visual artifact in the past with older drivers, especially with Intel GPUs, when using DirectX 12. We confirmed with Intel that later versions of the drivers fixed the artifacts.
Please let us know what is listed under \display adapters in Device manager and what date/version the driver shows in its properties.
To try and work around it, switch to DirectX 11 or OpenGL in Pro's options->display tab.

Greetings!
I have seen these incorrect tiles of content occuring in DirectX 12 when we tested on certain Intel GPUs. We reported it to Intel and they were able to resolve it in a newer driver version.
So first off, please open device manager and go to Display Adaptors. If you open the properties of the listed adaptor it will tell you driver version and date. Please post here with that info.
To try and work around this problem, I would recommend:
1. update the GPU driver from the manufacturer's site (AMD, Intel or NVIDIA) or from the laptop manufacturer's site.
2. Switch in the Display tab of the application options menu from DirectX12 (which is the default in 3.4) to DirectX11 (which was the default in 3.3). You can also try OpenGL.
Give it a try, and let us know the results!

If your machine meets the minimum requirements but you are seeing 2d-only cases which max out your GPU usage, that sounds like a tech support call needs to happen.
I'd recommend collecting the following info and sharing it here, or with your tech support analyst:
1. a screenshot of your "Can you Run it" readout - this will show machine specs, etc: https://links.esri.com/run-arcgis-pro-33x to run this tool.
2. A project package containing the map or layout which causes your GPU usage to max out - maybe with information about the usage percentage and time at which it remains at 100 percent.
3. A ProPAT result for your machine. ProPAT is a good indicator of the health of the machine, and if the results don't match with expected numbers, then this can indicate hardware issues (like a failed fan causing thermal throttling): https://pro.arcgis.com/en/pro-app/latest/get-started/pro-performance-tool-overview.htm
