Prestige,     Google maps has some licensing constraints that will prevent you from using them as a basemap in Flex. You should be able to add your image service to your map. the order in which you place it in the config file determines if it will be drawn on top of the other basemaps. Linn,    Those are broken link icons. The issue likely is that the server has cleaned up (Deleted) the legend swatches. The ArcGIS Server cleans out it's output folder at a scheduled interval and when you see those broken links that is probably the case. If you logon to server manager and switch to GIS Server on the left side and then choose server directories find the arcgisouput directory and edit it, there is a max file age setting change that to something like 720 minutes. ...
