This may be a typo, but you say your join is to a layer called "1703", yet your screen shot shows "1704". Just for giggles, delete the join, rename "170whatever" to something that has no numbers in it, re-do the join, and try the sql expression again. I have a suspicion.....

There is a known issue with Pro where there are many maps and/or layouts and/or SDE connections and/or ArcGIS Server Connections and/or Portal connections (any combination) that causes a project to take a very long time to load. Are you in that situation? Need very exact and specific details of the project you are trying to load, what are the options set to, is your default GDB and TBX pointing to a network share? What layers are loading slowly, where are they hosted, what version is the software hosting them? If enterprise data sources, are you using windows authentication? SSL?

It doesn't appear, from that help page, that the same capability exists for subtype codes and values. I tried DomainCode($feature, 'FCSUBTYPE') and got invalid expression.

In Pro 2.4, when setting a (Long Integer) Subype as the Display Field -> Map Tip, on mouse-over, the Map Tip is displayed as the code, not the description. In Arc Map this works correctly, why not in Pro?

This really should be an idea, but what I'm really after are: Accounts with high storage Of those accounts, who has left the org? For those high-storage accounts where owner left the org: is the content widely shared? Is it widely used? Can we remove it? How many people tiled something all the way to level 21 when they really didn't need to? (A report that shows all the tile caches that have that level). Feel like it should be easy to identify that content, but it's not....this is not a matter of clicking through a few accounts. The status dashboard is useful for at a glance, for example, "Oh crap we burned 1000 credits yesterday", but long term data and user management is marginal.

We actually have a case open related to this issue....looking to get storage by user.The feature storage report for us, apparently, isn't working right. So I'm trying to use python to see a per user value, but I can't break that down between feature storage, tile storage, and "file" storage, as there are different credit charges for each. And I've found the database storage report to be inaccurate.

From Accessing and managing users | ArcGIS for Developers there is the example: quota = me.storageQuota
used = me.storageUsage
pc_usage = round((used / quota)*100, 2)
print("Usage: " + str(pc_usage) + "%") what is the usage a percentage of? The users quota? The org quota? Where does one find these quotas, and where is that documented? Trying to unravel a storage problem, and needing to get into what each user is storing. Regardless of what user is logged in, I always get the same percentage and total quota, which suggests the example above is incorrect, it is NOT returning users storage, it is only returning percentage of total quota used by the entire org.

We're in the same boat, and have actually had a few TS cases where we've had to unravel storage issues. However, I'd amend the idea somewhat so org admins can use Roles to configure what type of user will be subject to storage firewalls as part of their default credit allocation. In this scenario, we can limit users to so many credits and so many bytes. If you need to go beyond that, then we'll use a different account that has a different role with a different storage firewall. That way we're not granting a user, say, a temporary 100 GB budget then forgetting to remove the cap later, and org admins tend to keep a sharper eye on those accounts with the special limits.
