This has nothing to do with the Enterprise Sites issue. I followed and remediated my environment to address that issue. This is all about ArcGIS Server. As I said - "I then looked for the ArcGIS Server Windows service and it is not there." So: after successfully running the Setup.exe for ArcGIS Server, successfully authorizing the software, the post-upgrade launches in the default browser. BUT no post-upgrade steps could happen because the ArcGIS Server window service is not there. It is not present as a windows service. When I downloaded the software from MyEsri, I ran checksum on all of the packages and everyone of them came back with a matching string. In other words, no files, cabs, dlls etc etc were missing from the software. I then performed an uninstall and re-install of ArcGIS Server. Upon a re-install, the ArcGIS Server Windows service is present. It is there. However, at that time the only choices are to create a new site or join an existing ArcGIS Server site, because a re-install of the software is just that, the existing ArcGIS Server site no longer sees the machine as registered with the site. You can't join an existing site because (for us) the other machine in the site cluster is still at 11.1. Creating a new site is not an option, not without completely re-creating our entire deployment. We do use a domain account to run all enterprise components (portal for arcgis, arcgis server, data store). The interesting thing is that the same domain account successfully upgraded portal to 11.2, and re-created the Portal for ArcGIS windows service. My guess is something in our Carbon Black may be seeing the upgrade or an upgrade file as malware. Who knows. So for the first time in 17 years of updating either ArcGIS for Server and then ArcEnterprise, I have had to roll back my install to 11.1. @JonEmch

Hello - in trying to upgrade Windows 2016 distributed deployment form 11.1 to 11.2, the portal upgrade, post upgrade and web adaptor installs went fine and I was able to see the portal at 11.2 through its web adaptor. BUT - after uninstalling the host site web adaptor I then ran the Setup.exe for ArcGISServer. Took about 2 hours, the post upgrade launched in my Chrome browser, but no local host. FQDN name for manager did not work either. I then looked for the ArcGIS Server windows service and it is not there. I am doing a full uninstall of ArcGIS Server on the machine and will try a re-install, but I have no confidence that it will work. @JonEmch

The repair tool to remove the patch and the patch C version both appeared in the Patch Notification tool and behave as expected. The repair tool launches after install from the patch notification tool and on completion reads "portal ready to accept patches'. Control Panel confirms the old patch removed. At which point I download patch C, it launches as well, performs the install. Control Panel confirms the updated patch in place. Thanks to all for the support on this....

I now see both the repair tool and the Patch C as available in the Patch Notification tool on our 11.1 as @JohnLivengood indicated above. I plan on running both this evening (12/13/23) per @JonEmch instructions....

Hello @JonEmch - I can confirm that I am affected. I can confirm that the patch DID show in the Patch Notification tool, but has not shown as available or as installed in the Patch Notification tool for many weeks. I can confirm that the Portal for ArcGIS Enterprise Sites Security patch is showing as an installed update in Control Panel>Programs and Features>View Installed Updates. Like I said, I did install it. on 6/28 but not 'Patch B'. Just really need this fix at this point. @NicolasGIS

Sorry @NicolasGIS - now I understand my confusion. From the patch summary page: "July 6, 2023: The 11.1 version of the Portal for ArcGIS Enterprise Sites Security Patch has been updated to address BUG-000159526 where the patch was installed but not listed as installed in the ArcGIS Enterprise Patch Notification tool. The new setup is named Portal for ArcGIS Enterprise Sites Security Patch B with the B suffix indicating a second build of this patch. The B suffix will appear in the name once the patch is installed." I had installed the original patch on 06/28. Because I rely on the Patch Notification tool to tell me when patches are available, I never checked back to the Patches and Updates support page because a "Patch B" notification never appeared in the Patch Notification tool. Patch Notification tool and/or this particular patch very flaky at 11.1

Yeah @NicolasGIS - I have yet to see a "Portal for ArcGIS 11.1 Enterprise Sites Security Patch B" appear in the patch notification tool and so I didn't even know that existed. Support didn't mention anything about a Patch B either during my Friday chat session. So I'm basically waiting to hear back and/or looking for a post or blog notice or something. @ArchitSrivastava @MarceloMarques

Hello - in preparing to pull the trigger on our 11.1 to 11.2 I ran a final search here and elsewhere in the geonet community as well at the Patches and Updates site: This was just released: https://support.esri.com/en-us/patches-updates/2023/defective-arcgis-enterprise-patch PATCHES AND UPDATES IMPORTANT: Defective Portal for ArcGIS patch Published: December 8, 2023 A defect has been identified in the Portal for ArcGIS Enterprise Sites Security Patch for 10.8.1, 10.9.1, and 11.1. This patch was initially released in late June 2023 and has been disabled for download as of October 12, 2023 while this defect is investigated. ArcGIS Enterprise 10.8.1, 10.9.1, and 11.1 deployments on Windows with this patch installed are affected by this issue. The ArcGIS Enterprise Development team is actively working on a fix. In the meantime, if you have installed this patch, it is critical to not install any additional Portal for ArcGIS patches or hot fixes, uninstall any Portal for ArcGIS patches including this defective Portal for ArcGIS Enterprise Sites Security Patch, or uninstall or upgrade your Portal for ArcGIS environment. I would say you would have to schedule a data store service stop / start at some interval using windows task scheduler. Then the data store backups older than the retain policy will delete on the data store service start.

Hard to tell if this logged bug is related to what is going on here with data layers in a coordinate system other than Web Mercator: https://community.esri.com/t5/arcgis-experience-builder-questions/exb-map-widget-popup-issue/td-p/1350641 Unfortunately, the workaround presented in the bug log isn't really an option for many of us.

That sounds like the case @JRhodes - I am experiencing the exact same behavior with my ExB here: https://experience.arcgis.com/experience/b6f8a5bc44e145c48b6d2e06189276cc whether on desktop, tablet, mobile. And I have to do the same browser refreshes to get the popup to behave, unless I perform a map click on one of my layers first, and then that doesn't always work right away. I am wondering if all my layers being in State Plane are what is causing the display issues I mention here https://community.esri.com/t5/arcgis-experience-builder-questions/experience-builder-map-disappears-in-mobile-layout/m-p/1346680#M9222 on slightly older android devices. That being said, for the ExB I show above, I can't reproject everything into web mercator either. @TonghuiMing
