Thanks for reporting this problem. As a workaround, enable compatibility view. From The Tools menu of IE8, select Compatibility View. This problem will be addressed in the next update of ArcGIS.com. Thanks, Mike

Presently, you can only add map services as layers to web maps (and ArcGIS Explorer Online). We're working on supporting layer packages and "web enabling" them so that they can be added over a web map. Layer packages are layer files with the data packaged up with them. We will never be able to directly dispaly ArcMap layer files over the Web map because there is no data associated with them. Thanks, Mike

Well, a few things could be happening here. 1. Basemaps don't have a legend. So if your map just has a basemap in it, then the legend will be empty. 2. If you've added layers to your map from a local GIS server that is not accessible on the Web (i.e., behind your firewall), ArcGIS.com will not be able to generate a legend from it. If the above don't apply, perhaps you can share your web map with everyone and provide the URL to it here. Thanks, Mike

John, What is the URL you are using to try to connect to your server? Is your server public? Are you using the REST endpoint to connect to your server? This is different than the URL you use to connect in ArcGIS Desktop. It would be something like this: http://<your server>/arcgis/rest/services/<service name>/MapServer Thanks, Mike

Well, Ted... You seem to be ahead of the game. I can only find (easily), Google Chrome 5 beta, which is version 5.0.375.55. Installing the version 6 beta seems to take more work... Simon, I too am able to add your service, so I'm not exactly sure why you can't when on your network. You might try adding the map service directly to the map via the Add dialog on the toolbar of the map. Choose to search "A GIS Server" and put the REST url in the URL box.
