I think this is a great idea considering that ESRI has added spatial definition queries at ArcGIS Pro 3.5. Possibly show different icons depending upon if just an attribute def query is applied vs just a spatial def query is applied vs both an attribute def query and a spatial def query are applied.

Can you just try running a simple script of a print statement followed by importing arcpy module and then another print statement to see if any print statements get executed. I had an issue where anti-virus software was blocking arcpy python from executing.

How are organizations dealing with topology issues as they include false positive historic records that are time consuming to differentiate from current records topology issues? Are you deleting historic records to make this manageable? Are you just ignoring topology issues?
