What kind of permissions are set for the db connection? I wonder if the permission requirements have changed between ArcMap and Pro.

Bud: If you do get to use the V2 index with your Oracle GIS data, please share your experience on the pros and cons of this new index as it would be great to hear from a real person if/how the new index improves their GIS environment.

Do you know what the benefits are of using this newer spatial index? Is there a noticeable performance gain when updating from old spatial index to new spatial index?

I have just opened Pro 3.0 to check out the python environment and I already see a change. It appears that in the Project page, Python has been renamed to Package Manager. Does this change in name mean that other environments besides Python will be managed here moving forward?

Does the data cross multiple jurisdictions? Is there one datasource (larger jurisdiction) that has all the parcels you are looking for so you don't need to stitch different parcel sources together as some org has already done this?

Do you have another machine that has Pro 2.9 where you can open this project? If so, then maybe see if there is data that is unique to this problematic project that might be causing the problem. If that is the case you can try adding the data to a new Pro 2.9 project and saving it and then try opening the new project in Pro 3.0. This would be a way to determine if its a data based issue with the upgrade. Good luck

Are you running this script on your local machine or on a server through maybe a Windows Scheduled Task that is not your account so that's why the license is not available?

Can you change your Pro license from Advanced to Basic to ensure that the tool works within Pro with that license level? If it does not, you might need to assign a license type in the script itself.

I would like to share data with an outside organization using Hub (Open Data). I would like the other organization to be able to download the data in file gdb format so that long field names are not truncated and curves are maintained. I only see download options of CSV, KML, Shapefile, and GeoJSON. Is it possible to download data in file gdb format from Hub (Open Data)? If so, is there some configuration change I need to make to allow this type of download format which meets the above business requirements?

Does it matter what type of weblayer it is (hosted vs referenced)? Can you get this to work for a referenced web layer tied to an enterprise geodatabase where domain values are set?
