If you go with a solution that involves Windows TaskScheduler and python arcpy with ArcGIS Pro, be wary of anti-virus/anti-malware software that your organization might employ to protect assets. My org is dealing with anti-virus/anti-malware software interfering with GIS based scheduled tasks with ArcGIS Pro based python. This was never an issue with my org's long running tasks using python from ArcMap.

John: Is there a chance you could try asking as I have a bunch of exceptions in place in Cisco AMP based on ESRI tech support and forums, but so far failures are still occurring for me?

John: Your ultimate solution was having a vendor completely disable Cisco Exploit Prevention/Script Protection Engines on your GIS server? My IT department would never allow that so I was wondering if you were ever able to keep Cisco Exploit Prevention/Script Protection Engines running with some exceptions. I have gathered a bunch of exceptions both from ESRI support and the ESRI forums, none of which have resolved the problem so far.

So this might have solved the problem in Pro 2.7.3 to use pythonw.exe (Not entirely sure it did), but the problem exists again at Pro 2.9.x thru 3.3.x where using pythonw.exe does not resolve the problem. I currently have a Windows 2019 Server where AMP anti-virus software is disabled and the python script is not being skipped. I'm hoping my org can figure how to configure AMP exceptions to get it to stick work without completely turning off AMP anti-virus software which would be a severe security risk.

There is a free Census based geocode service, but it would need to be broken up into batches (Not sure it is worth it with that many records)

Wrapping in try/except did not capture any faults, as that has already been tested. Do you have any reasons for not using ESRI's interface to clone your python environment?

Hi Josh: When we put a print statement in before import arcpy we get that to be logged, but then the script just exits. When you clone your python environments, do you use ESRI's interface or do you perform this using Conda command line (A GIS consultant my org works with says that they have encountered issues with ESRI's interface for cloning and now only use Conda command line)?

Has anyone tried to see if anti-virus and/or anti-malware software is the issue based on this documentation? https://support.esri.com/en-us/knowledge-base/faq-how-do-i-troubleshoot-arcgis-pro-performance-issues-000025378#:~:text=Add%20exclusions%20by%20process%20executable Does anyone see any errors in Event Viewer? Has anyone gotten a simple Pro based python script to work in previous versions (e.g. Pro 2.x)? Just wondering if this functionality broke with Pro 3.x major release.

Josh: At what interval(s) do you need your various GIS scheduled tasks to run at? I ask because tasks that need to get run once a day seem to be fine, but when a task needs to be run multiple times per day (e.g. hourly) that is when the skipping of python scripts occurs.
