Not sure if your endusers are using different versions of Windows (10 vs 11). I would make sure Hardware Acceleration is enabled in each web browser as that was causing issues with web apps I support by users on Windows 10 outside my org.

What version of Pro are you using What type of address locator role are you trying to use? Have you checked if computer meets minimum ESRI requirements? What type of source data do you have (road centerline, address points, other)?

Is the locator itself being used in a geocode service? If so, you need to stop the geocode service. You said "The locator source is a feature layer hosted in an enterprise sqlserver database." Does this mean this is a standard enterprise feature class or is this a service? Was your connection to the enterprise SQL Server database done using a location sde connection on the C-drive or was it a mapped network drive location to the sde connection?

The service publishing process will throw an error {Layer's data source is not supported (Feature Services)} when you try to enable feature access for a file geodatabase. Until ESRI makes this possible, it seems like Feature Access should be disabled on that screen if a file geodatabase is the data source.

Do you have a business requirement where the data in the service will be getting edited through the service? That would make this more complex. If just read-only access through the service, can you create an account where the user has read-only access to all the data so this user account can be used when publishing the service instead of 2 different accounts that get explicit access to each schema?
