You should have a separate Server Manager for Image Server role compared to your standard ArcGIS Server role. You would have your web adaptor setup to differentiate the 2 server environments. In my environment I have https://"DNS Alias"/server/manager for standard services I have https://"DNS Alias"/image/manager. You might also be able to use machine name https://"Machine name:6443/argis/manager" to access your Image Server manager. Port might be 7443 if that does not work. The web adaptor is setup to know how to route the REST service calls to the appropriate server. When you get access to your Image Server Manager, you can then register the UNC path to raw imagery and overviews and then the error messages would hopefully go away.

What do you mean by reuploading (I'm confused)? Are you not just adding the image service to the webmap by the service URL?

Are you using mapped network drive letter or unc paths when saving the imagery and subsequent overviews? A mapped network drive would work for the RMD, but only unc paths are supported for imagery services.

Even if you are an admin on the machine, you may need to run the install file as an Administrator by right clicking on the executable file.

Have you performed the manual process of importing mxds into a new aprx? I ask because not all elements from ArcMap get imported correctly into Pro so you would most likely have cleanup. Legends in layouts do not always import correctly so that is at least one area to look out for especially for more complex legends.

Can you provide a screenshot of your Portal settings? How is your web adaptor for Portal setup in IIS as by default it is setup to be anonymous?

Not sure if your endusers are using different versions of Windows (10 vs 11). I would make sure Hardware Acceleration is enabled in each web browser as that was causing issues with web apps I support by users on Windows 10 outside my org.
