ArcGIS Licening for PowerBi

Hello everyone,
Currently, I am working on a project using ArcGIS Maps in PowerBi.
As I can see there are two types of accounts - Standard and ArcGIS account and the second offers more flexibility. What I am trying to understand is how can I buy that premium account. Do I need to buy the software from here: Buy GIS Software | ArcGIS Product Pricing - Esri UK Store .
I would like to highlight I need the additional features of the ArcGIS visualization at powerbi, not the software!
I tried to access the exact page related to PowerBi ArcGIS. Unfortunately, it is blocked. Please see the applied image.
I will appreciate any kind of help!
