I am not allowed to create a featured layer on the portal, i note that I am using version 10.7.1 ArcGisEnterprise, I note that the portal is federated and and data store validated.
It is not possible to add a featured layer even from ArcMap, but for example when using Survey123 after publishing the layer is done correctly, the same applies to Workforce.
On the portal, the SSL certificate shows that everything is fine and that the certificate is trusted, but the server at the address "serveraddres:6443/admin" shows that it is not trusted but works. Does anyone have any advice on how to enable the creation of hosted layers on the server and restore all functionality...

Thank you very much Peter, I know that version 10.7.1 is long out of date and should be updated, but this is a program purchased by a state agency in my country, in our country the process of updating and allocating funds goes through public procurement and that process has been going on for a year with an uncertain outcome, in the meantime I'm doing my best, I'm currently accessing the portal via an older version of Firefox that supports "mutation-events".....
Do you have any certificate errors in your Portal logs? This geonet thread is about the same exact problem, and they resolved it by importing the correct server and root certificates.
