Need a Routing Service for ArcGIS Portal

Good afternoon. We have been using ArcGIS Portal and Enterprise for the past 3 years and really need a Routing Service. We have had issues hosting our own, as the file is so large it times out. Are there any ESRI Routing Services or publish Routing Services we can use?

• We can publish a Routing Service and configure it with Portal
• We can use "Esri network utility services on ArcGIS Online", and configure it with Portal, Kindly find the documentation to achieve that result below:

Can StreetMap Premium be used for this need?

Yes we can use the StreetMap Premium Data to Publish the Network Utility for ArcGIS Enterprise. The steps required to achieve the result are explained in the document below:

Publish Routing Services utility—ArcGIS Server Administration (Windows) | ArcGIS Enterprise 

This utility is introduced are ArcGIS Enterprise version 10.6.1.
