Hello @Mary Windsor, Your guess is correct the replication package (.crpk) is created by Distributed Collaboration. Replication items in the ArcGIS Platform are used for replicating data from one device or environment to another. Most commonly they occur when part of a Collaboration when syncing between different portals/ArcGIS Online. Example – If a Portal was configured as part of a Collaboration with an ArcGIS Online organization portal the Replication Packages are used to transfer data between the two. In most circumstances, these packages are transferred in the background and will never see the replication packages appear in the content within a portal. If a Collaboration is removed Replication Packages can be left as a method of delete prevention. We are working on documentation to explain the details of CRPK files.

Hello Marko Einspieler, This may be happening due to "App Container Loopback Exemption Utility" in Fiddler. In order allow Collector for Windows to send traffic through Fiddler we need to create an exception for it in Fiddler. Its a simple check box selection process, explained in detail in below link (even though the document is for Windows 8, the behavior is same for Windows 10): Configure Fiddler for Windows 8 Metro-style applications - Progress Telerik Fiddler Once we launch the " App Container Loopback Exemption Utility", we need to select "Collector For ArcGIS" and the save and relaunch Fiddler (This requires Administrative Privileges on the machine) Hope it helps! Yes we can use the StreetMap Premium Data to Publish the Network Utility for ArcGIS Enterprise.
