Also received this issue today on multiple environments, both locally and on client environments. I have published from Connect Version 3.13.249. Tested surveys on version 10.8.1 as well as 10.9.1 of ArcGIS Enterprise.  Also tested with CORS enabled and disabled on IIS, as well as Portal Allowed Origins defined. Thank you for this insightful information @Jianxia.  However, when passing a selection using the ?data_id=dsId:id1 method, is it possible to automatically apply this selection to secondary widgets. As an example, when passing the data_id and selected id, I can see the selection being made on my list widget. However, this does not get passed to secondary widgets in terms of applying the selection and filter methods. I, unfortunately, have to unselect, and then re-select my list item for this to work and filter the remaining widgets. ... View more

Hi @al_Dhakal, I have faced a similar problem relating to the loading of data with locks occurring from the AGS. My method around this, taking into account the client-specific workflow, was to stop the required service on AGS using python which releases the lock, load the data, and then restart the service.
