With the latest update of the Esri vector basemaps on February 20, 2025, there is a new set of custom basemaps for the United States. These basemaps include updated place names recently defined by the U.S. Government, as well as updated treatments of several disputed boundaries and places previously defined by the U.S. State Department. Esri is committed to helping users apply needed changes to their ArcGIS Enterprise organization through this Technical Support Article: How To: Update Esri vector basemaps for the United States in ArcGIS Enterprise via Python. Technical Support will assist in downloading and running the script, however please list any issues on this thread.

Hello Ariel, The enhancement was closed as a known limit with the following closure text: "Available workaround is to bring into web map to express cartography. While we have integrated some smart styling functionality into the feature layer visualization workflow, we have no plans of integrating future symbology representation at this time."

I would advise you to wait for the validation and repair tool, however if you are certain that the patch was not installed, then you should be able to upgrade. Please make sure to create a snapshot of your deployment before upgrading.
