I have been experiencing similar issues. Unfortunately I  haven't figured them all out yet either.  I have noticed that when I change the sharing in Portal on the item  the rest service in manager doesn't get the same sharing.  So the item moves but when you try to use it AGOL needs to ask for credentials and the access is not the same.   The second thing to check is that you allow portal access in your AGOL Organization Security Settings.  I don't think it will totally help but should allow AGOL to log into Portal when you get the prompt.  We have a colaboration set up using references and whenever anyone in Enterprise shares a layer with the group at that end of the colab it shows up in the AGOL group as my item since I set up the colab.  Then I have to share that item in AGOL around.  It is kind of a pain. ... I know it has been a while but I wanted to update this thread.  I recently had another run in with what you are describing. I figured out that the arcgis api for python only supports up to 3.9.x.  So 3.10 was your issue.  ArcPro indicates this limitation but up until recently the documentation on the developers site just said 3.7 or later.  It has been updated to reflect that it doesn't support past 3.9.x. ... FYI I'll tack this on at for anyone else that stumbles across this thread for help with the Cases Solution.   I needed to add additional fields after the solution was deployed. I had to remove the Cases_Current layer to be able to add fields to Cases.  Also I had to rerun the Join Features to get the new fields into Cases_Current.  The output layer of Join Features wouldn't let me use the same name as an existing layer so I needed to delete Cases_Current for that reason also. I don't understand your question.  I plotted directly from pro and the symbols are aligned to map north not the top of page ( not desired).  I export to pdf from the same layout without changing anything and the pdf has the symbols aligned to the top of page ( desired).  If I print the pdf the orientation stays the same as the on screen pdf.  ...
