The "Right to left reading" setting is for languages that read right to left, like Arabic and Hebrew. As you found, there are other controls and options for arranging the legend and the patches and labels and such.

You can't actually make the legend patches transparent in ArcMap, because they ate basically graphics and transparency for graphics is not supported for a number of reasons. You can try to workaround that limitation by constructing a legend out of features in a data frame. ArcGIS Pro has more options for transparent colors throughout the software. And if a layer has transparent symbology the legend picks that up by default, as transparency rather than lightening the color. That's one of the advantages of the new architecture.

Yes, that's still true in ArcMap. In ArcGIS Pro you can rotate scale bars and legends freely without converting to graphics.

Unfortunately that dynamic text is hard-coded to use the thousands separator. You might see about suggesting that be changed to an optional parameter. Please post the suggestion/request on the ideas site at http://ideas.arcgis.com/ In the meantime, you might consider using python/arcpy to update the text as needed, using regular static text. I'm not well-versed enough in python to say how that might be done, but I'm sure there are plenty of people around this forum who could.

I think the best way to handle this is to use definition queries. You will need to have duplicate layers, but with definition queries you can tell one of them to only show the lines that have stairs and the other one to only show lines that don't. Then set up the symbology as you like for each.

The short answer is no, there is no option to export an ArcGIS Pro layout as an mxd. There are too many differences between Pro Layouts and ArcMap mxds. Even if it were feasible to implement such an export you'd probably lose a lot in the translation.

Looks like Proportional symbology is not supported yet. You can import maps with proportional symbology from ArcMap and it will be drawn correctly in ArcGIS Pro. But you can't create or edit proportional symbology in ArcGIS Pro so far. I have no specific information, but expect it will come in some future release of ArcGIS Pro. If users are interested in that functionality they can promote it by logging it and/or voting for it on the Ideas site or by contacting tech support and logging and enhancement request.

Data in basemap layers can't be edited, so one option might be to create a basemap layer in your map (right-click the data frame in the TOC and select New Basemap Layer and drag the layers you don't want to edit into the basemap layer)?

You haven't missed anything. The dynamic text for data driven page fields just gets the information from the field as is. The various formatting tags are not supported in those cases. Might be a good idea to submit to the Ideas site.
