Check this thread. Joe Borgione has the answer How to calculate number of related records Create a summary table of the relate-field of Table B. This will give you a two column table: Relate-Field and Count. If you want the count value in table A, add a new field called A_Count (or what ever) and then join the summary table to table A via the relate-field; calc A_Count = SummaryTable_Count and you'll be good to go. Using the count field (after joining), you can symbolize the layer.

You can install ver. 10.3.1 and 10.4 of Web Adaptor in a single web server. You just need to take care that during configuration, the Web Adaptor's version must always match the version of its registered ArcGIS Server site. This could be a permission issue. Provide Read/Write permission to ArcGIS Account for the Config-store (C:\arcgisserver). Then restart the ArcGIS Server from services panel.

While I add data using File > Add Data > Add XY Data, I define X,Y and Z attribute. And then exported the event layer to shapefile/Feature class. The resulting feature class would have its Z and M values enabled.

When Adding XY Data from the CSV (File > Add Data > Add XY Data), click Edit, filter the spatial reference items with GCS_NAD_1983_2011 and choose NAD 1983 (2011) as the input spatial reference. Since the above coordinate system is a GCS, it would take the units as Decimal Degree and plot the points accurately. Being a projected coordinate system, the NAD_1983_California_Teale_Albers projection uses linear units (meters). I guess the units of the X/Y fields of the CSV files should be in Decimal Degrees (Angular unit). So it should have a geographic coordinate system (GCS_WGS_1984) as its spatial reference. I suggest you create the points using the table with GCS_WGS_1984. Once created, you can project them to NAD_1983_California_Teale_Albers using appropriate transformation method (e.g. WGS_1984_(ITRF00)_To_NAD_1983).
