You should use Project (Data Management) tool to reproject the feature class from GCS to PCS [DO NOT use Define Projection or make changes from ArcCatalog > Feature Class Properties]. Try overwriting the corresponding Map Service while publishing in ArcGIS Online.

HEC GEORAS 10.3 is released yellow.esri.com - /archydro/HecGeoRAS/ Not sure if it would work smoothly with ver. 10.4 Edit: It might not work with ver. 10.4, as issues faced by the users run hec-georas with arcmap 10.4 , in which case you might have to wait for its 10.4 release.

I hope this method will also work: First, use Focal Statistics—Help | ArcGIS for Desktop using the above DEM to create an interpolated raster. This raster will also have the NoData values filled. Next, use Raster Calculator—Help | ArcGIS for Desktop with the following expression Con(IsNull("DEMRASTER"),"FOCALRASTER", "DEMRASTER") The above expression will replace all the NoData values of DEM with the pixel values of the Focal-Statistics Output Raster.

Take a backup of your dataset before you proceed. - If you want to delete the identical points, you could use Delete Identical—Help | ArcGIS for Desktop . Select the shape field for comparison. - In case you just want to compare without deleting the features, use Find Identical—Help | ArcGIS for Desktop . In he above example, I can see all the values "100" are getting clubbed together with its previous value. So I can Find and Replace "100" with "<Space>100". Check and replace them one by one (NOT "Replace All" option). Check for anomalies in other values as well.

Have you followed these steps? Install and authorize Once the ArcGIS 10.4 for Desktop software download is complete, extract the installation files to a destination folder of your choosing. If you prefer, you can automatically launch the setup after the files have been extracted. When prompted, select ArcGIS for Desktop Advanced (ArcInfo) Single Use. Click Authorize Now. On the Authorization Options dialog, check the 'I have installed my software and need to authorize it' option and click Next. Enter your authorization number: EVA123456789 (*Replace with the appropriate authorization no. in the mail), and click Next. On the Authorize Software Extensions dialog, select 'I do not want to authorize any extensions at this time' and click Next. (Ten ArcGIS for Desktop extensions are automatically authorized with ArcGIS for Desktop Advanced (ArcInfo) Single Use, and therefore it is not necessary to authorize extensions at this step).
