I tried clicking OK and then copying the locator a second time, and had the same result as Tim. (Thanks, Tim. I hadn't even thought to try that. Also - I included a link to this thread in an email to ESRI support. I promise to post again if I get some resolution on this...)

We're having a really similar issue. We're trying to create an address locator from a 10.3 Desktop to a 10.3 SDE on Microsoft SQL Server 2008 R2. We get the following error: Have you gotten anywhere with this? I can create locators in a File GDB no problem. I tried Stephen's suggestion of copying and pasting the locator from file system to SQL, but got this similar error:

In ArcGIS Online, when you configure pop-ups for features, if you have permissions to run Network Analysis you will see a link for "Get Directions". I would like to be able to push my map out to citizens in my County with the "Get Directions" link turned on. Please allow this functionality. It would be incredibly helpful and help me avoid sending users to Google maps. If this is a licensing/cost issue- I would be more than willing to use my own network analysis service so that ESRI doesn't lose money.

So, you'll want to edit the Finder.json - in my file it is line 35. You edit the tag for helpMessageBox.content. Here's an example:
"helpMessageBox.content": "<b>Picture of a Duck</b><hr>\n<br>\nHere is my awesome picture of a duck.\n<br><br>\n<b><img src=\"http://www.hdwallpapersinn.com/wp-content/uploads/2014/08/Swim-Baby-Duck-Wallpaper-Cute-Animal.jpg\"></img>"

Gotcha. You do that in the application configuration. Here's a picture of the configuration editor (the right-hand panel)...It's in the same spot where you write your help text. Just add text like: <img src="pic_mountain.jpg" alt="Mountain View" style="width:304px;height:228px">

I ended up figuring out how to write a legend icon- here's the code (you can use this in conjunction with the Guide from my original post).
"iconJson": "[{'shape':{'type':'rect','x':2,'y':2,'width':4,'height':4,'r':0},'stroke':{'type':'stroke','color':{'r':0,'g':0,'b':0,'a':1},'style':'solid','width':2,'cap':'butt','join':4}},{'shape':{'type':'rect','x':2,'y':13,'width':4,'height':4,'r':0},'stroke':{'type':'stroke','color':{'r':0,'g':0,'b':0,'a':1},'style':'solid','width':2,'cap':'butt','join':4}},{'shape':{'type':'rect','x':2,'y':24,'width':4,'height':4,'r':0},'stroke':{'type':'stroke','color':{'r':0,'g':0,'b':0,'a':1},'style':'solid','width':2,'cap':'butt','join':4}},{'shape':{'type':'rect','x':12,'y':2,'width':16,'height':4,'r':0},'stroke':{'type':'stroke','color':{'r':0,'g':0,'b':0,'a':1},'style':'solid','width':2,'cap':'butt','join':4}},{'shape':{'type':'rect','x':12,'y':13,'width':16,'height':4,'r':0},'stroke':{'type':'stroke','color':{'r':0,'g':0,'b':0,'a':1},'style':'solid','width':2,'cap':'butt','join':4}},{'shape':{'type':'rect','x':12,'y':24,'width':16,'height':4,'r':0},'stroke':{'type':'stroke','color':{'r':0,'g':0,'b':0,'a':1},'style':'solid','width':2,'cap':'butt','join':4}},]",

I followed this guide: Additional configuration - Get Started | ArcGIS for State Government It works like a charm and makes a dynamic legend so if you update your map, you don't have to update the Legend graphic. I can't figure out how to get a Legend Icon made, though. I'm getting a red X where the icon should be.

Brad - I increased the timeout from 1 second to 5 seconds and it didn't make a difference, I still only get the 72.6% match. So, I tried 30 seconds and that didn't make a difference either.

Thanks, I'll keep messing around. I just don't want to fix this case, and end up breaking other cases. 🙂

That works too! It suddenly starts finding the right intersection. As soon as I lower the score to 70, it can't find the 100% match again. Strange, right?

Thanks for that... It does find the match if I enter the City name...but I have the geocoder set so that "Match with no zones" is set to "Yes". So, I'm still sort of puzzled. I don't know why it won't match Robie, but it does find Robert. I'm trying to bring back the City names for reference so users can pick the right location if an address is in more than one City. This is working just fine in all the cases I've tested, except this one...

I have a 10.1 Composite locator that is matching against several other locators including a US Dual Range locator. When I geocode E Marietta Av & N Robie Rd, it brings back the wrong result. Instead of bringing back the 100% match, it brings back a 72.6% match. Why? Here's a screen shot of it bringing back the wrong match: AND...look what happens when I check the "Use Map Extent" box. Magically, I now get the 100% match. Has anyone experience this? I checked the cls files and there's nothing translating these road names. Any other ideas?

We figured out the issue. Our mxd was initially setup in a network location using relative pathnames. The ArcEngine application copies the entire data/mxd folder down to the user's C drive where the mxd shows that all the data is local to that C drive. However, when opening the mxd from the C drive, it was creating file locks out at the network location. So, even though everything about the mxd said "C drive" - there was some network location residue. We put in a support ticket with ESRI thinking this is a relative pathname bug. We also implemented a work-around by making a new mxd that was pathed to the C drive from the start and never pathed to the network. So...when we had the situation with poor WiFi, the mxd trying to get to the old network location was what caused our slowness. For reference- we're running ArcGIS 10.1 SP1, but had this same problem at ArcGIS 10.1 before SP1.

We have an ArcGIS Engine app running on a Win 7 box that is designed to work without any network connection. All the data is local, Engine Runtime license is local, everything is local... When the box has zero network connectivity, the application loads in about 4 seconds. When the box is plugged into the network and has connectivity, it also starts in about 4 seconds... However, if we've got two bars of WiFi, then it takes about a minute to load and it is hanging on LoadMxFile. A minute might not sound terrible, but this is for emergency responders- so we'd like to see that 4 second time in all scenarios. I've read a lot of forum posts about slow load time, and it is typically that the app is looking for a Desktop license on the network or an Engine license on the network. This application doesn't do that... Anyone else experienced this? Any ideas on how to resolve it?

Good news! We were able to talk to the head developer for geocoding at the user conference and he said that the intersection issue from my original post is an oversight and he's going to fix the software so that both: W First St/N Main Ave and W First St / N Main Ave will geocode! I'll post back when I hear more. Thanks everyone for your suggestions and ideas. Much appreciated.
