@CurtKleist, I'm going to try to make a "universal" one that'd work for any region (assuming it's even possible).  Unless I'm mistaken, a big piece of making this possible is using the National Wetland Plant List instead of the regional ones.  If that's the case, I need to prepare this species/plant list for use as an External Choice List first (which is what I did for the AGCP region) and this will involve some substantial data clean-up, removing special characters, etc. ... @KateEkhator74, did the tool permanently join the new classes such that the attribute table now shows both the old and new classes?  If the attribute table now shows both the old and new class sets, then you should be able to just re-symbolize the layer using the new class definitions instead of the old ones with which the layer is currently symbolized. As an alternative, you may have better luck using the Tabulate Area tool than you would with a merge; I don't think the merge tool is the appropriate tool to use for this change detection exercise. ... @GiuseppeGentili, assuming your RGB layer is a 3-band raster (i.e., not RGB flattened into a single band) and your NIR is a 1-band raster, you can use the Composite Bands tool to combine them into a 4-band raster. ... View more

ArcGIS Desktop (not Pro) has raster painting tools.  I'm surprised they've done away with that in Pro.  You could use this to do the digitizing and then just run Raster to Polygon. ... View more
