Ah, I see. In that case, I am going to fully guess that this is another limitations of the dashboards. I love dashboards as they're so simple to build and easy to share (plus, people expect them now). But their limitations sometimes stop me from using them. What I have done before to kind of cheat is to make a Web AppBuilder (or Experience Builder) app of the same map, configure it the way I want, and then add it as a tab underneath my main map in my dashboard. That way, users can do the added functionality that this app includes while remaining in the dashboard. Here is a snippet of what that looks like for one of my dashboards:

Go to Layers, and click on an actual layer. This will make the right hand side stuff active. Right now, there are no layers selected so you cannot access the functions.

According to the documentation, it appears that this is what is expected: https://doc.arcgis.com/en/dashboards/latest/create-and-share/download-data.htm It says this: For serial charts, pie charts, and grouped value-based tables, viewers can also choose to download the summarized data. When summarized data is downloaded, the downloaded file only includes the fields selected when configuring the element. If the element is displaying summary statistics—for example, the count or sum—the downloaded file includes the aggregated data. Any number, string, or date formatting is not included in the downloaded file. Dates are downloaded in local time.

Many of your features in that KML are in "multi geometries". In a program like Google Earth, you need to right click on one of the features and choose split apart multi geometry. Then your KML can come into ArcGIS Pro properly.

Then, yes, I believe this should work. If it were me, I would test this out with a 'test user' and see what happens. Beyond that, I have no idea! You might have to mess with the permissions of the database and/or published service.

It appears that 10 MB is the limit for this. Take a look at this support article: https://support.esri.com/en-us/knowledge-base/how-to-attach-files-larger-than-10-mb-to-features-in-ar-000024193 (however, I could be completely off base here - it's hard to find full information on this. It may be a permissions issue too). Is the shapefile exceeding 1,000 features? That could also be an issue.

This sounds a little complicated. Where is the data published? If it's published to ArcGIS Online, I am going to guess, no, the SQL Server will not be updated since the published data in AGOL is hosted within AGOL. Is your data published to your Portal on a registered database (like SQL Server)? If so, then I believe it is possible for the database to be updated when the allowed user makes updates in the map.

Hmm, that is a bummer! The former functionality is far different than what that tool does. This tool is super simplified whereas the former option broke down each level/layer into a separate feature class. I suppose it's not worth mentioning as an idea since it was once existing and now extinct. Thanks for letting me know.

Zach, it's interesting that other projects open just fine. I would try starting a new project from scratch and either loading in each layer individually and seeing where it breaks, or recreate the layers. I find that with some unexpected errors that have no information that usually something else is going on, like a semi-colon in the file path (which is always a silent killer). I also find that sometimes my project won't break until I: 1) load in troublesome layer, 2) save project, 3) close project, 4) open project. This is a chore since it takes a lot of time, but that's when I find some errors after those four steps (so, I lately have been saving iterations of project files due to these silly errors).

Can you share a screenshot of the error message? Is the file too large because of too many features? Are you using zip files for shapefile uploading to an online map? (https://doc.arcgis.com/en/arcgis-online/reference/shapefiles.htm)
