Mitchell, I like Jacob's idea. I think copying and pasting all of your layers into a new map document should really narrow down the issue. It's interesting that only your first layer is being published into your service. It's also interesting that the icon for your feature service is the outline of the airport area but the layer published was the first layer. When you open the feature service, are there other layers in it? Or just that one? Either way, I'll be curious to see what works with the above suggestions.

Wendy, Thanks for the clarification and definitions. It's good to know what they're officially called. I agree that it's better to have geographically fixed labels versus loose graphic text. I guess I'm "old school" but I like how ArcMap stores it as map annotation directly into the map. Having to make a separate geodatabase annotation file is a little too much work for me. But, if I were to want to repeat those same labels on a different map, then I would definitely do that. However, I have found that labels are so custom (in my world) that repeatability does not occur much.

Matt, If you are referring to the scale dependency of labels, you can do that. Take a look here: http://pro.arcgis.com/en/pro-app/help/mapping/text/label-classes.htm#ESRI_SECTION1_B0A216B7943E4D8F8AA5D123CD59FCB4 It states: Set scale ranges for label classes Some labels are most useful within a given scale range. For example, on a city map, a label class of all street names might be useful up to some minimum scale. As you zoom out beyond that scale, the labels would become too crowded—or too small if there is a reference scale set—and you may prefer to display a label class that only shows major street names. Setting a minimum scale for labels can improve the overall redraw performance of your map, making panning and zooming more responsive, as labels are only drawn within the scale range at which they're useful. You can set the minimum and maximum scales in the Visibility Range group on the Labeling tab or on the Visibility Range tab of the Label Class pane. If no scale is set, the labels will have the same scale range as the feature layer.

Wendy, I appreciate the note about leaving Maplex on. When I wrote this thread, almost a year and a half ago, I am not sure what version of Pro I was on. Maybe 1.4? From what I recall, that option was not around. I am happy to see it is around now. Or it is very possible that I just missed it altogether.

Thomas, Are you referring to loading this shapefile into ArcGIS Pro? Or are you wanting to load it into ArcGIS Online? Shapefiles are pretty easy to load to AGOL. Just zip up all those files and add them to the map by click on Add Layer from File Shapefiles—ArcGIS Online Help | ArcGIS

To follow up on Chris's and Darren's comments, I do both... This seems to only work in ArcMap, not Pro. But, in layout view, if you double click on the data frame (I don't remember what this is called), it will be special highlighted with a dashed outline. Then, I insert and manipulate the labels. What this does is that it treats the labels different as just adding normal labels in layout view. Example, if I add labels in layout view, their fixed without the layout view. If I geographically move the map, the labels stay fixed where I put them. When I double click on the data frame and then add the labels, their fixed geographically, and sort-of-fixed in layout. Meaning that when I geographically move the map, the labels move to and kind of act scale-dependently too. I haven't done this in awhile since I primarily use Pro, but I do remember this working better than using Data view and using layout view standardly, if that makes sense.

Jacky, Have you tried to use your phone and perform this task? It might be a good idea to add this to ArcGIS Ideas But, likely, if they took away this functionality, it was for a good reason - probably a security reason. I'm not seeing this mention on the update page: What's new—ArcGIS Online Help | ArcGIS But, I may have just missed it.

Annie, Are you working with a hosted story map (located in ArcGIS Online) or one that is located on your server (like using Web AppBuilder or some other custom configuration)? If using ArcGIS Online, you should be able to use the same story map from anywhere you log in.
